Assam Government announces major reforms in land administration

The Assam government has introduced pivotal measures to streamline land administration and ease land transactions, following a Cabinet meeting chaired by Chief Minister Himanta Biswa Sarma on December 11.

To address issues faced by micro and small landholders, the Cabinet approved the continuation of manual payment for Khazana (land revenue) and the issuance of manual receipts. This decision aims to alleviate the difficulties encountered with online payment methods while maintaining the onboarding of Pattadars into the e-Khazana portal to advance land administration reforms.

Another major reform included waiving renewal fees under the Societies Registration Act for non-individual juridical entities such as Namghars, religious institutions, and non-governmental educational organizations. This move will support these entities in applying for land allotment under the Mission Basundhara 3.0 initiative. The Cabinet also removed the requirement for a Chartered Accountant’s certificate for auditing the last three years, simplifying the application process for these institutions.
